John has an M.B.A. from the University of North Dakota. He has held several staff positions at the Arizona Corporation Commission (ACC) from 1990 to 2000. While employed by the ACC, he provided technical, financial and rate analysis and testimony on Certificates of Convenience and Necessity, financing and rate cases. John has been GCSECA's director of regulatory and strategic services since August 2000. In this capacity, he provides technical analysis to GCSECA's members as well as represents them in electric utility matters before the ACC.

Responsibilities Include:

• Assisting members in conducting cost of service studies, rate analysis and preparation of rate cases before the Arizona Corporation Commission
• Representing, or assisting in the representation of the Association's members, collectively or individually, in regulatory matters before the Arizona Corporation Commission, the Rural Utilities Service and other state and federal regulatory agencies.
• Serving as a resource to Association members in their local planning and analysis efforts.
• Developing marketing programs, customer contract formats, demand side management for customers and cost saving opportunities.
• Assisting member systems in addressing customer service quality issues such as reliability and power quality.
• Assisting the Chief Executive Officer with government and corporate relations activities at state and national levels.
